On 10 April 2012, the State Minister of Environmental Affairs issued Regulation No. 5 of 2012 (“2012 Regulation”) on Types of Planned Businesses and/or Activities Subject to Mandatory Environmental Impact Assessment (Analisis Mengenai Dampak Lingkungan – AMDAL). It is aimed to implement Article 23 (2) of Law No. 32 of 2009 on Environmental Protection and Management (“Environmental Law”), which mandated the issuance of a ministerial regulation to stipulate the types of businesses and activities that are required to perform an AMDAL.
Pursuant to Article 2 of the Regulation, motor vehicle registration and identification (registrasi dan identifikasi kendaraan bermotor or “Regident Ranmor”) are regulated to assure legal protection for the owners of motor vehicles; to control and supervise motor vehicles; to ease the investigation of crimes related to motor vehicles; traffic management; and national development related to roads, traffic-related infrastructure, and traffic-related technology.
